Emmanuel Cosse, current president of the Social Union for Housing (USH), was re-elected for four years at the helm of this confederation of landowners who represent 80% of social housing.
The former housing minister from 2016 to 2017 under the presidency of François Hollande took the reins of the HLM movement in 2020 and was re-elected this Wednesday by the USH general assembly.
Since his arrival, he has championed the need to give social landlords the means to build new social housing and refurbish existing ones. In his profession of faith, he positions himself in favor of “relaunching social access” to property.
She protests in particular against the reduction of the solidarity income (RLS), which represents more than 8 billion euros withdrawn by the State since 2018 from the rental income of social owners.
“Let’s give a strong voice”
Emmanuelle Cosse states that the USH “has the responsibility to give a strong voice to a collective of organizations engaged in their territory”, in a context of serious housing crisis, according to the USH press release.
He also promises to continue to “put all his energies at the service of an exemplary and essential sector for our country”.
The former national secretary of Europe Ecologie Les Verts (EELV) opposed Valérie Fournier, president of the federation of social enterprises for housing (ESH), which in 2022 brought together 165 HLM organizations and 43% of HLM housing .
In his profession of faith he defended “a more democratic governance of our Union”, the relaunch of dialogue with public authorities and social diversity. This second term should be the last for Emmanuelle Cosse, according to USH statutes.
