A new appeal against the project of the artisan village on the Chemin de la Lande

The Anim’ouss-ère association has filed a free appeal against the building permit of Smart Ecopark project at the intersection of Chemin de la Lande and Avenue Nobel, in Pau. On a surface area of ​​3,200 m², it is planned to create 16 premises for artisanal businesses, excluding offices, shops and artisanal retail trade (such as those in the food sector). At the beginning of August, Anim’ouss-ère sent its appeal to the city of Pau, which issued the request. If the community does not withdraw the permit, the association undertakes to take the case to the administrative court.

L’Anim’ouss-ère also informed the promoter by mail of the filing of its appeal. “The biodiversity basin of the Trame verte et bleue, which borders the Chemin de la Lande, is of great environmental sensitivity,” the association emphasizes. Therefore, its artificialization constitutes a clear threat to the ecological continuity of the Ousse-des-Bois river. » In 2022, the company SGE purchased the premises from TotalEnergies – 9,200 m² of building land located near the Jean-Féger Scientific and Technical Center (CSTJF) – for 500,000 euros.

The PLU attacked

This is certainly not the first appeal in this matter. Anim’ouss-ère, associated with the Clos Mazoyer collective, has already attacked the local intercommunal urban plan (PLUi) at the administrative court to contest the buildable nature of this land. The case is still ongoing, while the Deputy for Works of Pau Michel Capéran had assured in 2023 that the zoning would not be modified. “The initial plot was larger. When we made the PLUi, in 2019, we divided it in two, to keep the entire part located near the Ousse-des-Bois ring in a natural area. We will not go back to that,” assured the elected representative.

If SGE had obtained planning permission, the Roads Office would have given a favorable opinion with reservations. It has issued numerous requirements relating to access to the site via the moorland path, as well as traffic and the flood-prone nature of the area. It is also on the Chemin de la Lande that the new pre-trial detention center in Pau to the left of the path, not far from the disputed land.
