But this search turned out to be more complicated than expected for real estate professionals. Seven months after having had to hastily leave their historic headquarters, the real estate agents, who share the forty square meters of the Sainte-Bazeille agency with seven people, are still homeless. “The Local Urban Plan (PLU) limits us: rue Charles-de-Gaulle, rue Toupinerie and the whole of Place Clemenceau are forbidden to us”, explains Sylvie Vasseur, who would have hoped for a relaxation of the rule. “We thought it was a bit of a case of force majeure for us,” she regrets.
Implacable
But the Urban Planning Code is unequivocal: “The creation of premises for service activities in which customers are welcomed on the ground floor of buildings, due to a change of use or for new construction is prohibited” along the streets Charles-de-Gaulle, Clemenceau, Toupinerie, Asse Boyé. It is not uncommon for solutions of this type to be adopted in historic centers to encourage businesses open outside office hours.
“We should change (the PLU),” believes Sylvie Vasseur. “We realized that it was a bit rigid,” agrees Michel Milhac, elected head of urban planning. The municipality has started a “cleaning” of the PLU, voted on at the beginning of his mandate, but written by his predecessors.
Revision
“If we hadn’t signed, many results would have been blocked,” explains Michel Milhac. However, I am not sure that the restrictions on activities in the city center will be removed. “We are trying to make the city more attractive, but it is not a decision we make alone, it is a project that must be respectful of the State”, underlines the deputy mayor.
The new PLU could be implemented at the end of 2025. Maurig will not wait, insurance compensation is contingent on the installation of a new headquarters. “But we managed to recover, we are here”, reassures Sylvie Vasseur. The disaster, however, was not without repercussions on the business, which was “halved”, according to her.
A public meeting around the PLU
The municipality of Marmande is organizing a public meeting on Wednesday 22 May, at 6pm, as part of the review of the Local Urban Plan, in the Bounin room, place de Verdun. But in no case will it concern the buildability of the land, the zoning and the specific rules of each area. The Citadia Conseil planning office, responsible for the PLU, will draw up an inventory of the territory and its challenges, and then link it with the political orientations of the planning and sustainable development project.
